When it happens

The escrow's token contract rejected the operation because the account has no trustline for the asset. The most common case is fund, when the signer never added the trustline. The token raises the same error when the account does not exist on the network at all.

extensions.tokenContractId is the token contract that raised it.

How to fix it

If the account does not exist yet, fund it with XLM. Then add a trustline to the escrow asset (for example USDC) on the same network, and retry.
